The Position
Social Services Chiefs manage the overall design, analysis, development and evaluation of social services programs.
Incumbents function as managers who train, supervise and evaluate the performance of subordinate supervisors; develop policies and procedures; and allocate staff and resources to accomplish goals and objectives.
This position is responsible for the management of the Division's large medical service contracts, some with contract authorities worth over a billion dollars over the contract period, and the staff that complete the management and data processes necessary to complete oversight. The current contracts include the Medicaid managed care organizations, the Health Care Guidance Program, the agency's external quality review and actuarial contracts, as well as the contract for medical transportation services. The Chief of Business Lines functions as a manager who will train, supervise and evaluate the performance of subordinate supervisors; develop Medicaid State Plan amendments and regulations, policies and procedures and reporting; and allocate staff and resources to accomplish goals and objectives. This position is expected to complete occasional travel both in and out of state, and to conduct public presentations.

To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
Bachelor's degree from an accredited college or university in social work, health or social science, public or business administration or related field and five years of relevant professional experience which included directing social services or the operation of a program unit; coordinating program activities with officials and representatives of other agencies; interpretation, application and implementation of complex State laws and federal regulations; writing program policies, procedures, and reports; and conducting research and preparing recommendations. Two years of the required experience must have included supervision of staff at a paraprofessional level or above; OR an equivalent combination of education and experience.
Special Requirements
A pre-employment criminal history check and fingerprinting are required. Persons offered employment in this position will be required to pay for these items.
A State of Nevada/FBI background check will be required of the selected applicant.
The Examination
If there are five or fewer qualified applicants, the exam will consist of an application evaluation. (This statement does not apply for Until Recruitment Needs are Satisfied (URS) announcements).
SOCIAL SERVICES CHIEF 3 (12.300) Training and Experience Exam
The exam will consist of a rating of training and experience weighted 100%. It is essential that applications include extensively detailed information with time frames regarding education and experience. Your score will be based on the information provided in your application and your responses to the questions asked below. If there are several parts to a question, answer each part separately. Along with each answer, identify the position(s) and/or training (as described in your application) where you gained the background asked for in the question. Absence of experience/training asked for in a question is not necessarily disqualifying. Failure to answer the questions will result in a score based solely on the application.

Qualified applicants will be contacted by the hiring agency for interview.
1) Describe your managerial experience, including number of years, involving implementation of relevant programs through subordinate supervisors.
2) Describe your experience, including number of years, developing a social services budget.
3) Describe your experience supervising 10 or more direct subordinates providing social services.
4) Describe your experience, including number of years, negotiating contracts with service providers.
5) Describe your experience, including number of years, drafting and monitoring legislation and providing written and/or oral testimony to legislative bodies.
