Incumbents function as managers who train, supervise and evaluate the performance of subordinates; develop policies and procedures; and allocate staff and resources to accomplish goals and objectives.
This position is located in the External Civil Rights Division, Carson City, Headquarters. The incumbent will supervise the Prevailing Wage and Contract Compliance sections, ensuring implementation, monitoring and enforcement of all Federal and State laws and regulations related to these sections; direct staff in completing required compliance reviews of certified payrolls, subcontracting, DBE attainment, wage determination and wage investigations for both State and Federally-funded NDOT projects; review work performed by staff and provide recommendations to Department management or enforcement agencies regarding non-compliance sanctions; serve as Chief Labor/Wage Compliance Investigator and ensure compliance with the Davis Bacon Act and State prevailing wage laws on NDOT projects.
The incumbent will be responsible for ensuring that correct bid specification information is provided so that projects can be properly advertised; make final recommendations to award based upon bid compliance reviews; ensure that correct bid information is provided so that projects can be properly advertised; prepare procurement documents which include request for proposals, agreements and amendments; develop, facilitate and conduct training programs for NDOT employees, contracted vendors, Metropolitan Planning Organizations and Local Public Agencies on compliance with the various civil rights, labor laws and contract compliance.

In order to be qualified, you must meet the following requirements:

Bachelor's degree from an accredited college or university in business or public administration, civil engineering or related field and three years of professional experience in compliance and/or construction contract management, one year of which must have been in a supervisory capacity; OR an equivalent combination of education and experience. |

Ability to travel at least 25% of the time is required.

Experience with enforcing rules and regulations. |
