The Position
Program Officers administer a program or major component of a program by planning, coordinating and managing services and activities in accordance with legal and regulatory requirements and established program performance standards and objectives.
Incumbents function as first-line supervisors who train, supervise and evaluate the performance of assigned staff; assign and review work; and initiate disciplinary action.
Under the direction of the Deputy Director, the Program Officer II (Cemetery Superintendent) plans, organizes, coordinates and manages the operations and services provided by the Northern Nevada Veterans Memorial Cemetery located in Fernley, Nevada. The incumbent will provide and/or oversee the technical information in the areas of horticulture and mechanical business pertaining to grounds maintenance and propagation of trees, plants and turf; participates in various appropriate Veterans-focused community events as a representative of the department; develops and implements policies and procedures specific to the cemetery; works with multiple external agencies to ensure timely, efficient, and cost effective completion of projects pertinent to cemetery operations; collaborates with community contractors and/or organizations to ensure proper protocol is observed and planned events are managed accordingly; collects data and conducts reviews, forecasts and projections to determine budgetary needs and requirements; and ensures the operation of the cemetery is conducted within the constraints of the allotted budget. This position will supervise and evaluate the performance of staff members.

To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Graduation from an accredited four year college or university in public administration or a related field and one year of previous experience in planning, coordinating or administering a program; OR one year experience as a Program Officer I in Nevada State service; OR graduation from high school or the equivalent and five years of previous experience in planning, coordinating or administering a program; OR an equivalent combination of education and experience.
Special Notes
    The incumbent is required to work varied shifts including evenings, weekends and holidays.

Special Requirements
    A valid driver's license or evidence of equivalent mobility is required at the time of appointment and as a condition of continuing employment.
    A State of Nevada/FBI background check will be required of the selected applicant.
Additional Position Criteria
    This position requires experience developing and implementing operational policies and procedures.
    This position requires experience preparing and providing input to a department budget.
The Examination

PROGRAM OFFICER 2 (07.647) Training and Experience Exam
The exam will consist of a rating of training and experience weighted 100%. It is essential that applications include extensively detailed information with time frames regarding education and experience. Your score will be based on the information provided in your application and your responses to the questions asked below. If there are several parts to a question, answer each part separately. Along with each answer, identify the position(s) and/or training (as described in your application) where you gained the background asked for in the question. Absence of experience/training asked for in a question is not necessarily disqualifying. Failure to answer the questions will result in a score based solely on the application.

1) Do you have professional level customer service experience which included handling complaints/concerns, and resolving conflicts: A) in a public sector setting; B) in a private sector setting? If so, please describe your experience.
2) Do you have program experience in the following areas: A) planning a program; B) developing a program including developing guidelines and procedures; C) evaluating and analyzing a program? If so, please describe your experience in each.
3) Do you have experience writing formal reports, newsletters or directives? If so, please describe your experience. Please include time frames for this experience.
4) Do you have professional public relations experience with: A) community organizations and public contacts; B) community education and outreach? If so, please describe your experience with each including time frames.
5) Please describe your conflict resolution experience in the following areas: A) handling customer complaints; B) serving on an advisory committee, task force, and/or panel with responsibility to hear and resolve conflicts; C) managing staff/employee issues.
6) Describe your experience supervising employees.
