The Position
Grants & Projects Analysts develop and implement and/or assess, monitor, control and review grant-in-aid projects/programs administered by State agencies and provide assistance to recipients in evaluating program effectiveness.
Incumbents possess a degree of knowledge and proficiency sufficient to perform advanced-level work and may provide work direction and training to others. **PLEASE NOTE: THIS RECRUITMENT MAY CLOSE PRIOR TO THE ANNOUNCED CLOSING DATE BASED ON VOLUME OF APPLICATIONS RECEIVED.**
This position is located in Carson City in the Recovery and Mitigation Section of the Division of Emergency Management (NDEM). The incumbent prepares complex grant applications to secure federal funding for state and/or state sponsored programs including writing/amending program descriptions and compiling required financial and statistical data. The incumbent also reviews and evaluates applications for sub grants submitted by organizations for program participation, determines eligibility, and recommends approval; supports the State's Hazard Mitigation (HM) Grant Program by developing, implementing, evaluating and maintaining HM programs statewide; coordinates HM projects with FEMA and manages approved projects for sub recipients to include disbursement of federal funds, monitoring/auditing on and off site, and adhering to reporting requirements; develops and maintains an outreach program to educate state, local, tribal, private industry, and the general public regarding HM opportunities by conducting workshops, conferences, trainings and exercises; reviews, monitors and enforces recipient and sub recipient compliance with federal, state and local laws and regulations; provides guidance for the uniform administration and use of federal or state funding for federal, state and/or state-sponsored programs; researches, develops, recommends and implements short-range and long-range mitigation plans and projects within grant guidelines to maximize and enhance services provided. NOTE: Activation of the State Emergency Operations Center may occur in the event of a major emergency. All positions in the agency perform a role to support the SEOC operations. This may serve to disrupt or totally change all previously established work performance standards, requiring 100% of time until the emergency is over. During activation, the SEOC may be in operation 24/7 for an extended period of time to include holidays and weekends.

To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university in public or business administration, accounting, finance or related field and two years of professional grants experience which included writing grant applications to secure program funding; determining grant/subgrant program eligibility; researching, developing and implementing long-range grant program plans; managing fiscal aspects of grants/subgrants; and monitoring and enforcing grant/subgrant recipient compliance; OR an equivalent combination of education and experience; OR one year of experience as a Grants & Projects Analyst I in Nevada State service.
Special Notes
    Travel may be required up to 25% of the time.

    A State of Nevada/FBI background check will be required of the selected applicant.
