The Position
Program Officers administer a program or major component of a program by planning, coordinating and managing services and activities in accordance with legal and regulatory requirements and established program performance standards and objectives.
Incumbents possess a degree of knowledge and proficiency sufficient to perform work independently with little or no additional training.
This position is located in the Plant Industry Division of the Nevada Department of Agriculture. Along with the Organic Program Manager, this position coordinates the administrative functions within the Organic Program and is the first point of contact for inquiries about organic certification. The position ensures timeline completion of administrative tasks, including data management as well as special projects. The position also assists the Program Manager with contacts between the Organic Program and outside entities, including but not limited to inspection work, internal auditing services, and cooperative agreements between the Program and the United States Department of Agriculture (USDA) relative to the Program and assists in compiling associated reports and reviews necessary to maintain USDA-accreditation. This position has significant interaction with clients via phone, email and formal letters as well as professional events. The position works as part of the Organic Program team to conduct initial review of applications and certification renewals, as well as, performing organic farm and process inspections and reviewing inspections completed by other program inspectors. The position regularly performs assignments that require confidentiality and discretion. The successful candidate will be expected to obtain and/or maintain relevant organic training and work with the USDA National Organic Standards. This position reports to the Organic Program Manager. NOTE: Per NV State Legislature, State of Nevada Classified employees are subject to a mandatory unpaid furlough requirement of 48 hours per year (part-time prorated) through June 30, 2015. *THIS RECRUITMENT MAY CLOSE AT ANY TIME DEPENDING ON THE NUMBER OF APPLICATIONS RECEIVED.*

To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Graduation from an accredited four year college or university in public administration or a related field; OR graduation from high school or the equivalent and four years of previous experience either performing or assisting in the planning, coordinating or administering of a program; OR an equivalent combination of education and experience.
Special Requirements
    A valid driver's license or evidence of equivalent mobility is required at the time of appointment and as a condition of continuing employment.
Additional Position Criteria
    Experience with the United States Department of Agriculture (USDA) National Organic Standards is required.
The Examination
