The Position
Incumbents possess a degree of knowledge and proficiency sufficient to perform advanced-level work and may provide work direction and training to others.
This position is located within the Right of Way Division, Carson City. Incumbent is responsible for ensuring the Division's compliance with Federal and State codes and regulations by researching, evaluating and interpreting these statutes related to assigned program areas; develop, recommend and implement policies and procedures for the Division in order to maintain the Department's compliance; update and maintain policies and procedures in the Right of Way Manual in order to reflect current Federal and State statutes and develop and/or revise forms and brochures to provide necessary resources for Right of Way Staff, other agencies and the public for assigned program areas; review and audit various Right of Way transactions and work products to ensure compliance with appropriate regulations and departmental policies; assess consultant contract provision, successes and the need for future modifications relating to the Division's needs; assist management with special studies pertinent to the Division; review, evaluate and oversee program operation; serve as a program advisor to professional staff and management providing expertise to claims staff in using newly developed or ongoing industry practices.

To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university in business or public administration, real estate, mathematics or related field, and three years of progressively responsible professional experience analyzing and resolving right-of-way issues and conducting right-of-way transactions for federally funded projects; OR one year of experience as a Right-of-Way Agent III in Nevada State services; OR three years of experience as a Right-of-Way Agent II in Nevada State service; OR an equivalent combination of education and experience.
Special Requirements
    A valid driver's license or evidence of equivalent mobility is required at the time of appointment and as a condition of continued employment.
Additional Position Criteria
    Experience with State and Federal laws, codes and regulations for the acquisitions of real property , relocation of utilities, businesses, farms, nonprofits and families for federally funded Transportation projects.

The Examination
Staff Specialist, Right of Way
The exam will consist of a rating of training and experience weighted 100%. It is essential that applications include extensively detailed information with time frames regarding education and experience. Your score will be based on the information provided in your application and your responses to the questions asked below. If there are several parts to a question, answer each part separately. Along with each answer, identify the position(s) and/or training (as described in your application) where you gained the background asked for in the question. Absence of experience/training asked for in a question is not necessarily disqualifying. Failure to answer the questions will result in a score based solely on the application.

Qualified applicants will be contacted by the hiring agency for interview.
1) Experience performing the following utilizing Federal and State laws and the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 (document as appropriate which references you utilized in the following): a) Acquisition; b) Relocation assistance; c) Appraisal; d) Property management; e) Utilities/railroad relocation; and/or f) Occupancy permits.
2) Describe your experience with right-of-way research, interpretation and/or application of the following: a) Code of Federal Regulations; b) Nevada Revised Statutes; c) Nevada Administrative Code; and/or d) Transportation Policies & Procedures.
3) Describe your experience in writing/checking and/or use of legal descriptions, agreements and deeds in regards to real property acquisition and utility relocation.
4) Describe your experience with the interpretation of right-of-way plans and/or road construction plans.
5) Indicate your real estate appraisal licenses or certifications held, or once held, including the issuing State(s) and timeframes that the licenses or certifications were active: a) Appraisal; b) Real Estate; c) IRWA designation; and/or d) Other.
