The Position
Property Appraisers value real and personal property; conduct ratio studies to evaluate work of county assessors; value mining improvements and net proceeds of mines; research and develop agricultural values for approval by the Nevada Tax Commission; research and recommend appropriate appraisal and assessment standards for use by county assessors.
Incumbents possess a degree of knowledge and proficiency sufficient to perform advanced-level work and may provide work direction and training to others. *THIS RECRUITMENT MAY CLOSE AT ANYTIME DEPENDING ON THE NUMBER OF APPLICATIONS RECEIVED.*
This position will be located in Carson City at the Department of Taxation. The incumbent will value improvements and personal property used in mines for property tax purposes, and will also establish the value of the net proceeds of mines for purposes of the net proceeds of minerals tax. The incumbent will apply appraisal procedures and skills to discover, list, and appraise mining and milling properties; will plan, travel to and conduct an extensive physical inspection of improvements and personal property in remote mining locations. The incumbent will collect and evaluate on-site data including building size, age, type of construction and the condition of improvements; compile, analyze, and calculate field data into a reasonable estimate of value using advanced and extensive knowledge of appraisal theory including the income approach to value. The incumbent must have the ability to interpret Nevada Law and regulations as they apply to the appraisal process. As necessary, will act as an expert witness in contested cases, defending the appraisal value and the methods used to taxpayers, county boards of equalization, the State Board of Equalization or the Nevada Tax Commission. With regard to the net proceeds of minerals tax, the incumbent discovers information used to report and assess net proceeds of minerals, analyzes reported data concerning annual gross yield and allowable expenses as prescribed in NRS Chapter 362, reviews taxpayer annual reports for compliance and accuracy, calculates net proceeds of minerals taxes assessed against mine operators and royalty recipients, and applies procedures necessary for timely collection and proper distribution of appropriate tax payments. The incumbent applies accounting techniques and skills to establish net proceeds value. Travel up to 15%. Per NV State Legislature, State of Nevada Classified employees are subject to a mandatory unpaid furlough requirement of 48 hours per year (part-time prorated) through June 30, 2015.

To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university in business administration, accounting, economics or related field and two years of experience in property appraisal; OR graduation from high school or equivalent education and four years of experience in property appraisal; OR one year of experience as Property Appraiser I in Nevada State service; OR an equivalent combination of education and experience.
Special Notes
    Certification as a Property Tax Appraiser by the Nevada Department of Taxation is required within two years of appointment.

    A pre-employment criminal history check and fingerprinting are required. Persons offered employment in this position will be required to pay for these items.
