The Position
Emergency Management Programs Managers are responsible for managing programs, personnel and other resources that must satisfy the emergency preparedness mandates and initiatives associated with federal grant programs as well as operational functions of the State Emergency Operations Center.
Incumbents function as managers who train, supervise and evaluate the performance of subordinate supervisors; develop policies and procedures; and allocate staff and resources to accomplish goals and objectives.
As a member of this agency, activation of the State Emergency Operations Center (SEOC) may occur in the event of a major emergency. All positions in the agency perform a role to support the SEOC operations. This may serve to disrupt/alter/ revise or totally change all previously established work performance standards, requiring 100% of time until the emergency is over. During activation, the SEOC may be in operation 24/7 for an extended period of time to include holidays and weekends. Duties of the Emergency Management Programs Manager/Preparedness Section Chief 1. Under direction from the Chief of the Division, the Preparedness Section Chief provides managerial oversight, direction and coordination for the Preparedness Section (Southern Nevada Field Office, Operations, Planning, Training & Exercise) within the Nevada Division of Emergency Management. 2. Implements and manages all aspects of the preparedness program to include planning, training, operations, logistics, force management, information management, and all additional duty programs related to the emergency management and disaster preparedness mission. 3. Manages the State's emergency response program; prepares, reviews, and updates the State's Disaster and Emergency plans. 4. Oversees the coordination of federal and state mandated disaster preparedness and employee training. 5. Prepares and monitors programmatic grant reports. Maintains and develops agreements with agencies at the local, state and federal levels. 6. Maintains knowledge of current trends, legislation, and best practices related to disaster and emergency preparedness. 7. Supervises and directs the activities of the Preparedness Section staff, including employee selection, work assignment, performance evaluation, employee development, disciplinary action, and complaint resolution. 8. International Association of Emergency Managers, Certified Emergency Management designation preferred or completion within the first year of employment required.

To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited university in emergency management, fire science, criminal justice, political science, business administration or closely related field and three years of experience in emergency management in a governmental entity or private organization which must have included program management, budget preparation and control, strategic planning, and grant management, one year of which must have been in a supervisory capacity; OR an equivalent combination of education and experience.
Special Requirements
    A valid driver's license is required at the time of appointment and as a condition of continuing employment.
    A State of Nevada/FBI background check will be required of the selected applicant.

The exam will consist of an application evaluation. It is essential that applications include detailed information with time frames regarding education and experience. 2) Describe your experience overseeing training of staff in their roles and responsibilities under the Incident Command System (ICS), and the National Incident Management System (NIMS).
3) Describe your experience developing, equipping, and coordinating the activities of an emergency operations center and satellite communication vehicles to ensure both are in a ready status.
4) Describe your experience coordinating emergency preparedness public education programs including assistance to an Amateur Radio Emergency Assistance Program.
