JOB INFORMATION
Work Type: Permanent, full time vacancies as they may occur
in this geographical location.
The Incumbent functions as a manager who trains, supervises and evaluates the performance of subordinate supervisors; develops policies and procedures; and allocates staff and resources to accomplish goals and objectives.
This position provides coordination, guidance and supervision for the staff who manage the Fire Management Programs of the Nevada Division of Forestry. Actively interacts with staff in the development and implementation of fuels management projects; wildland fire suppression and prevention programs for state and private lands; operation of NRS 473 Fire Protection Districts' and Federal grant programs providing equipment, training and project funding through the State Fire Assistance and Volunteer Fire Assistance grant programs.
The position develops and implements program goals and objectives in accordance with the Division's mission; establish and monitor performance indicators to measure results and progress towards desired outcomes. The position will be tasked to develop, review and analyze the legislature proposals that will transition the Division's fire programs to a true statewide wildland fire and fuels program and testify before legislative committees as requested.
Applicants should be dynamic leaders with the ability to plan, organize and coordinate statewide fire management programs and projects; establish and maintain cooperative and effective working relationships with representative of Federal, State, and local agencies and internally; negotiate and administer contracts and agreements; identify and pursue external sources for fire management programs.
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
Bachelor's degree from an accredited college or university in forestry, natural resources management or closely related field and four years of increasingly responsible firefighting experience in an all-risk agency and/or experience in coordinating fire management programs for a large agency including at least two years of supervisory experience; OR an equivalent combination of education and experience.
Special Requirements
A valid driver's license is required at the time of appointment and as a condition of continuing employment.
Additional Position Criteria
Applicants must be willing to reside within 30 miles of the Carson State Office located at 2478 Fairview Drive, Carson City, Nevada.
The Examination
Forestry Program Coordinator Option B: Fire Management
The exam will consist of a rating of training and experience weighted 100%. It is essential that applications include extensively detailed information with time frames regarding education and experience. Your score will be based on the information provided in your application and your responses to the questions asked below. If there are several parts to a question, answer each part separately. Along with each answer, identify the position(s) and/or training (as described in your application) where you gained the background asked for in the question. Absence of experience/training asked for in a question is not necessarily disqualifying. Failure to answer the questions will result in a score based solely on the application.
Qualified applicants will be contacted by the hiring agency for interview.
1) Describe your geographical responsibility for wildland fire management program coordination, including the number of years, for any of the following: a) national or across state boundaries; b) single state statewide; and c) regional or local within a state.
2) Describe your experience in wildland fire suppression. Identify in your description any of the following roles you may have played in the Incident Command System (be specific when describing your specific responsibilities to include the number of years) in: a) command staff; b) division group supervisor; c) strike team/task force leader; and/or d) crew/squad leader.
3) Describe your experience in structural fire suppression. Identify in your description any of the following roles you may have played in the Incident Command System (be specific when describing your specific responsibilities to include the number of years) in: a) command staff chief officer; b) division group supervisor chief officer; c) strike team/task force or division group superivsor company officer; and/or d) Other company officer.
4) Describe your experience in wildland fire prevention. Be specific when describing your specific responsibilities, including the number of years, with the following: a) Pre-planning; b) Public education; c) Patrol; d) Code inspection (company-type inspections); e) Code enforcement (issuance of citations); and f) Fire and/or arson investigations.
5) Describe your experience in municipal/commercial fire prevention. Be specific when describing your specific responsibilities, including the number of years, with the following: a) Pre-planning; b) Public education; c) Code inspection (company-type inspections); d) Code enforcement (issuance of citations); and e) Fire and/or arson investigations.
6) Describe your experience, including the number of years for each, in business management which included the responsibility for: a) development of agreements and contracts with other fire agencies (describe the nature of the agreement and identify the agencies); b) Grants management (need not be fire-related); c) Incident business management for suppression activities (emergency purchases, food service and other contracts); and d) purchase of equipment, supplies, and/or protective items on an on-going basis (need not be fire-related).
7) Describe your experience, including the number of years for each, with supervision and management of personnel (need not be fire-related): a) As a first line supervisor (show dates); b) At the second level of supervision or higher (indicate dates and titles of your subordinate supervisors); and c) Supervisory, managerial, or executive training (list courses completed including year of completion, and, if known, number of hours for each course; you may attach copies of training certificates to your application, but need NOT include any purely technical instruction received).
