Clinical Program Planners perform and supervise a variety of planning and analytical functions in support of clinical programs and activities within divisions of the Department of Health and Human Services, including quality improvement, program design, policy and procedure development, program evaluation, research, contract and grant development and administration, strategic planning, and training initiatives.
Clinical Program Planner I's supervise quality improvement and quality assurance, program planning, program evaluation, and/or contract administration for a large program with multiple service delivery components, which may be regional or statewide.
Clinical Program Planners perform a variety of planning and analytical functions in support of clinical programs and division activities, including quality improvement, program design, program evaluation, research, contract and grant development and administration, strategic planning, and training initiatives.
This position develops practice guidelines and standards; develops and presents training programs in children's mental health practices; provides technical assistance to internal and external practitioners in the implementation of clinical or quality assurance tools and evidence-based practices per the specificities of the tools and models; measures and assesses the quality of care of services; develops policy; and evaluates internal and external children's mental health providers' program goals.
In order to be qualified, you must meet the following requirements:

A Master's degree from an accredited college or university in a social science field, which shall have included some clinical intervention coursework, and one year of supervised experience in a mental health or mental retardation service delivery setting which included supervised clinical hours; OR an equivalent combination of education and experience. |

The exam will consist of a rating of training and experience weighted 100%. It is essential that applications include extensively detailed information with time frames regarding education and experience. Your score will be based on the information provided in your application and your responses to the questions asked below. If there are several parts to a question, answer each part separately. Along with each answer, identify the position(s) and/or training (as described in your application) where you gained the background asked for in the question. 1) Do you have post graduate credits in Social Work, Counseling, Psychology or other social science field. A copy of your transcripts must be attached to your application, at time of submittal, to receive credit.

2) Describe your experience in social science research design and methodology including applying relevant statistical analysis procedures; OR identify graduate level statistics classes that you have successfully completed. A copy of your transcripts must be attached to your application at time of submittal to receive credit for completed statistic classes.

3) Describe your experience in designing and planning mental health programs including conducting needs assessments in the community, budget development, monitoring program effectiveness and formulating outcomes measures.

4) Describe your experience in conducting program evaluations of clinical service delivery systems including applying knowledge of quality assurance issues specific to mental health.

5) Describe your experience with the use of computer hardware and software applicable to statistical analysis of program data, monitoring of budgets, program evaluation and preparation of reports; OR describe your experience, including the number of months/years, in the use and application of the S.P.S.S. program.

6) Describe your experience in designing consumer satisfaction surveys, data collection instruments, and evaluating program effectiveness in terms of service delivery outcomes and/or program performance indicators.

1) Describe your experience in a mental health or mental retardation service delivery setting which included being supervised for clinical hours by an approved clinician.
