Personnel Analysts are responsible for performing comprehensive personnel functions for a state department, division or agency. Work may involve employee relations, recruitment and selection, classification and compensation,
employee development, benefit administration, staffing and payroll.
Incumbents function as first-line supervisors who train, supervise and evaluate the performance of assigned staff; assign and review work; and initiate disciplinary action.
Incumbent acts as a first line manager responsible for reviewing the initial complaint, assigns cases to lower investigators and monitors and directs investigative staff regarding procedures and appropriate course of action. Conducts the more complex or difficult investigations characterized by their sensitive or high profile nature that may involve multiple program violations requiring an extensive knowledge of programs rules and regulations as well as state and federal laws and guidelines. Provides training to new investigators, prepares performance reviews, supervises and coordinates the investigative process and makes the final recommendations to the Equal Employment Opportunity administrator.Consults with and works with agencies and provides advice related to handling EEO complaints and investigations.
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
Graduation from an accredited college or university with a Bachelor's degree in public administration or a related field and four years of progressively responsible professional personnel experience; OR an equivalent combination of education and experience.
Additional Position Criteria
Sexual harassment and discrimination investigation experience.
Experience working with Title VII.

SUPVY PERSONNEL ANALYST
The exam will consist of a rating of training and experience weighted 100%. It is essential that applications include extensively detailed information with time frames regarding education and experience. 1) Do you have a Bachelor's degree with a major in Personnel Management or Public Administration? List your degree, your major and/or minor, issuing institution and date completed.
2) Do you have professional certification from national human resources professional associations such as IPMA or SHRM? List your national human resources professional associations certifications.
3) Describe your supervisory experience of subordinate staff.
4) Describe your classification experience to include the following: a) conducting job analyses; b) making classification recommendations to agency management; and c) Presentation and defense of classification recommendations to agency management, State of Nevada - Division of Human Resource Management, and Personnel Commission.
5) Describe your experience with the following: a) Interpretation and application of laws and regulations, specifically NRS 281 and/or NRS 284, and NAC 284; and b) explain and/or justify the application or interpretation of statutes, regulations or policies before various bodies, e.g., EMC (Employee Management Committee), Hearing Officer, NERC, etc.).
6) Describe your recruitment and examination experience in the following areas: a) developing recruitment plans; b) developing advertising for specific positions/classes; c) evaluating applications; and d) developing exams.
7) Describe your experience with the development, revision and communication of personnel policies and procedures.
8) Describe your experience with the following: a) presenting training classes; and b) assisting in on-the-job staff training.
9) In paragraph form, describe a problem or issue with which you were involved which demonstrated your problem-solving, negotiating and/or consultative abilities.
