The Position
Environmental Scientists perform program research, planning and development, permitting, compliance monitoring, inspections/enforcement, and technical support services in relation to air, water, waste, federal facilities, corrective action, mining, biology and other environmental programs.
Incumbents function as first-line supervisors who train, supervise and evaluate the performance of assigned staff; assign and review work; and initiate disciplinary action; OR incumbents serve as the technical scientific expert for a bureau within the Department of Conservation and Natural Resources. The Office of the Military is recruiting for an Environmental Scientist 4 in Carson City. The incumbent will provide for Mission Readiness and Soldier care by serving as the State Environmental Program Manager. Furnish technical advice to the Commander on National Environmental Policy Act (NEPA), Installation Restoration Program (IRP), Air, Hazardous Waste, and various other environmental programs.
Provide units/facilities with assistance visits and consultation for audits/inspections which are updated quarterly in WEBCASS. Conduct surveys, inspections, and evaluate activities to identify and initiate corrective actions for environmental deficiencies. The State Environmental Program Manager for ARNG requires monitoring of various environmental programs as outlined in ARNG regulations, directives and policy guidance. Manage facility environmental plans, programs, and projects. Review policies and designs for environmental compliance and initiate projects to correct environmental deficiencies. Facilitate the development and management of environmental training programs which are reported in monthly staff meetings. Prepare and manage detailed operating plans and base regulations. Use agency directives as broad policy in developing these regulations. Interpret and implement policy and directives. Supervise assigned I&E/environmental (state) personnel and provide overall workload and special project assignments. Coordinate via I&E to HRO/DOP to ensure personnel actions are accomplished correctly and within IAW established timelines. Manage the Environmental budget, WEBCASS, STEP, and various ARNG programs. To Qualify:
In order to be qualified, you must meet the following requirements:
Education and Experience (Minimum Qualifications)
    Bachelor's degree from an accredited college or university in the physical, natural resource or life sciences, engineering or closely related field and four years of professional environmental experience which involved environmental program research and planning; OR graduation from high school or equivalent and six years of professional environmental experience as described above; OR one year of experience as an Environmental Scientist III in Nevada State service; OR an equivalent combination of education and experience as described above.

    Some positions may require a valid driver's license or evidence of equivalent mobility at the time of appointment and as a condition of continuing employment.
